Permits in Chicago
- Re-roofing in Chicago is permitted through the City's Express Permit Program.
- The permit needs a City of Chicago licensed general contractor, and the roofing itself must be done by an Illinois-licensed roofing contractor. City permit records list AAA Roofing Contractors as the general contractor on a Chicago Express Permit roof replacement in September 2025.
- A roof repair under this permit is limited to 25 percent of the roof area. More than that is a recover or a full replacement.
- A new layer can't go over slate, tile, or a waterlogged or deteriorated roof, or over two or more existing layers unless the Department of Buildings accepts a structural report from an Illinois-licensed architect or engineer.
- A tear-off replacement must meet the Chicago Building Code's roof reflectance rules and include insulation under the Chicago Energy Transformation Code.
- The application needs at least one photo of the existing roof. A condo also needs a signed association approval letter.
- The City's instructions don't print the fee; it is set by the Chicago Construction Codes (Section 14A-12-1204.2).
